One of the main functions of the modern government is the development project. Governments try to pursue the development project to maintain national power and welfare of their people. This phenomenon can be endogenous, exogenous, or combinatory. In certain circumstances (such as sanctions), governments are forced to pursue endogenous development. One of the endogenous development experiences has been the resistance economy model project in Iran. In this regard, the main question of this article is how to use the model of social innovation to realize resistance economy. The assumption of the research is that the resistance economy is one of the models of endogenous development and since social innovation is also focused on the capacities of the targeted society, therefore, the application of this model can help to realize parts of the resistance economy goals. The findings show that: 1) the resistance economy can be theorized in the direction of endogenous development; 2) according to the sociological capacities of Iran, the application of an integrated model of social innovation and public policy can lead to endogenous development based on resistance economy; and 3) this approach is highly compatible with the capacities of Iran's socio-economic ecosystem. This paper has used the descriptive-analytical approach based on library data collection and documentation and concluded with a policy recommendation, and explains it to the policy makers.
