The aim of the current research is to present a paradigmatic model of social capital development in Islamic governance with an emphasis on Razavi's teachings. The used qualitative method and the technique of data-based theory have been done. The statistical population of the research was the experts who were aware of the subject in the societies and scientific and educational departments of Kermanshah province in 2023, and a sampling of them was done in a purposeful way using a snowball method. The data collection tool was in-depth and semi-structured interviews. The information obtained in this research reached theoretical saturation by interviewing 16 people, and for more certainty, the interviews were continued up to 18 people. Data analysis was done through three stages of open, central and selective coding. The results of coding lead to the formation of main and subcategories including; Causal conditions (structural factors, religious and ideological factors, basic knowledge of social capital and governance), contextual conditions (structure of government system, cultural organization, application of religious, divine and Razavi teachings), intervening conditions (social and cultural atmosphere, Necessary facilities and conditions, the similarity of the ruler and the people), strategies (scope and legal resources, plan and program, map and strategic document of social capital) and consequences (primary and secondary consequences). Finally, the main core of the research, "Development of social capital in Islamic governance" was built and the paradigm model of the research, which is a representation of the conditions and factors of the development of social capital in Islamic governance, was presented. To be the instrument for the development of social capital in Islamic governance and increase understanding, peace and authority and progress in the shade of more attention to the teachings and communication and behavioral patterns of Imam Reza (a.s.).
